The Higher School of Law “Adilet” was established in the structure of the Caspian University in 2007 and already has a glorious history and long traditions. In 1992, the Academy of Jurisprudence was founded – the Higher School of Law “Adilet”, which later became part of the Caspian University.

The School consists of:

• Research Institute of Private Law under the leadership of one of the founders of modern civil science of Kazakhstan – Academician of the National Academy of Sciences of the Republic of Kazakhstan, Doctor of Law, Professor M.K. Suleimenov.
• The Research Institute of Public Law of KOU, which is headed by Doctor of Law, Professor Podoprigora R.A.

The Research Institute of Private Law is the only scientific center of civil law in Kazakhstan, known for its achievements in the field of civil law, private international law and arbitration (arbitration) law, all employees of which are doctors and candidates of law. The activities of Research institutes contribute to the implementation of educational programs at all levels of study carried out by the Higher School of Law “Adilet”, since one of the main activities of the Research Institute is participation in fundamental and applied scientific research on the problems of constitutional, civil, private international, administrative law.

The Research Institute of Public Law is a recognized center in the Republic of Kazakhstan and abroad for the study of topical issues of public law, which is the flagship of the reform of administrative justice and administrative justice carried out in the Republic of Kazakhstan.

In order to develop the internationalization of educational programs of the Higher School of Economics “Adilet”, the school is actively working on academic mobility. As part of this activity, the leading professors of the School travel to foreign universities with courses of lectures (Estonia, Germany, China, etc.). In order to expand academic exchange and professional development, teachers, doctoral students and undergraduates of the School undergo scientific internships in Germany, China, Ukraine, Estonia, etc.

Academic mobility of Law students is carried out within the framework of concluded cooperation agreements with such foreign universities as HOCHSCHULE WISMAR, UNIVERSITY OF APPLIED SCIENCES: TECHNOLOGY, BUSINESS AND DESIGN (Germany, Wismar) and Xi’ANJIAOTONGUNIVERSITY (China, Xi’an), Baltic International Academy (Riga, Latvia), “EastEuropeanUniversity” (Tbilisi, Georgia), “Toraighyrov University” (Pavlodar, Kazakhstan), I.I. Mechnikov Odessa National University (Ukraine, Kiev), Peoples’ Friendship University of Russia (Russia, Moscow), etc. The subject of these agreements is cooperation between partner universities to ensure academic mobility of students in the field of science and education.

In the 2020-2021 academic year, students of bachelor’s degree programs in the framework of the autumn school organized by the Law Institute of the Peoples’ Friendship University of Russia (RUDN) were trained in an online format.

Also in the 2020-2021 academic year, on the basis of the German-Russian Association of Lawyers, training schools took an active part in the autumn school on the topic “Introduction to German Law”.

As part of the outgoing academic mobility program, undergraduates completed a research internship at Xi’anjiaotonguniversity (China, Xi’an) (China, Xi’an).

In June 2021, teachers and doctoral students of the Higher School of Law completed an international internship program – “Modern Legal Systems: Legal traditions and transitions”, the internship took place on the basis of I.I. Mechnikov Odessa National University. 

In 2021, within the framework of the Erasmus+ project, an agreement on academic mobility of teaching staff was concluded between KOU and the University of Gdansk (Poland), according to which, in the period from November 15-19, 2021, the Dean of the Higher School of Economics “Adilet”, Doctor of Law, Professor S.P. Moroz read a course of lectures on “Investment Law” at this partner university” for undergraduates. In turn, from December 13 to December 17, 2021, Professor of the University of Gdansk (Poland), Doctor of Law Edvardas Juhnevicius delivered a course of lectures on “European and International Tax Law” in English for undergraduate students of the OP “Private Law”.

In the 2021-2022 academic year, HSE student Tolegen Seytakyn studied during the spring semester from 02/21/2022 to 07/03/2022 at the Faculty of Law and Administration of the University of Gdansk (Poland) as part of academic mobility. Arinova Anar, a student of the Higher School of Economics “Adilet”, studied during the spring semester at the University of Applied Sciences, Technology and Business in Wismar (Germany).

In the 2022-2023 academic year during the fall semester at the Ural State Law University named after Yakovleva (Yekaterinburg) 3rd year students of the Higher School of Economics “Adilet” are studying OP 6B04216 – “Public Law”, 6B04218 – “Private law” Erenbayeva A., Kadyrbergen B., Volchenkova E. In turn, students of the Ural State Law University named after Yakovleva (Yekaterinburg) Fedorin S. and Ashirbakiv R. studied during the autumn semester of the 2022-2023 academic year at the Higher School of Economics “Adilet”.

In the 2022-2023 academic year, during the fall semester, students of the CDT-19-2p group Kim A., Ibraimova Zh. and a student of the PE-20-1k group, Seidalina S., are studying at the University of Gdansk (Poland) from 01.10.2022 to 05.03.2023.

In addition, currently students of the group SP-20-1k Doskozha A. and Muratkazy A. are preparing documents for studying at the University of Gdansk (Poland) in the spring semester of the 2022-2023 academic year from 20.02.2023 to 02.07.2023.

Academic mobility is carried out in accordance with the Agreement on the Study Abroad Program between the University of Gdansk and the Caspian Public University dated 12/27/2021.

The main purpose of organizing the research work of the HSE is to increase the scientific and research potential of the School by participating in grant funding competitions, holding scientific and practical conferences and round tables on the problems of legal development of the Republic of Kazakhstan.

The teachers of the School conduct scientific research in the field of civil law and civil procedure, criminal law and criminal procedure, constitutional and administrative law, tax, customs law, etc.

Currently, the Research Institute of Private Law of KOU is the only scientific center of civil law in Kazakhstan, known for its achievements in the field of civil law, private international law and arbitration (arbitration) law, all employees of which are doctors and candidates of law in the above-mentioned specialties.

Doctor of Law, Academic Professor Suleimenov M.K. introduced into practice a new form of scientific communication of specialists in the field of civil law – annual civil readings. They are held in the form of International scientific and Practical Conferences jointly with the German Society for Technical Cooperation (GTZ) and attract a large number of participants, which indicates the keen interest of the scientific community and, above all, beginning young scientists in the science of civil law.

It should be noted that the HSE Research Institute has created favorable conditions for working on the training of scientific personnel. Employees of the Research Institute (Suleimenov M.K., Ilyasova K.M., Busurmanov Zh.D., Podoprigora R.A., Karaev A.A., Karagusov F.S., Mukasheva K.V., Kazieva G.T., Duisenova A.E., Alikhanov G.A., etc.) they carry out scientific supervision of graduate works of students, undergraduates and doctoral students.

The Institute of Private Law has a library of publications of the Institute, which is used by students and undergraduates, as well as doctoral students in the preparation of their scientific papers. The Research Institute of Private Law also organizes and conducts the scientific and industrial practice of undergraduates of the Higher School of Economics “Adilet”.

A significant place in the scientific activity of the School is occupied by expert legal opinions of the Teaching staff at the request of the Ministry of Justice of the Republic of Kazakhstan, the Supreme Court of the Republic of Kazakhstan, the Constitutional Council of the Republic of Kazakhstan, the Institute of Legislation and Legal Information, the Prosecutor General’s Office of the Republic of Kazakhstan, etc. bodies, as well as publications in scientific journals of the Republic of Kazakhstan and foreign countries.

The teachers of the Higher School of Economics “Adilet” carry out fundamental and applied research in the field of socio-economic and humanitarian sciences, the implementation of which is carried out through the performance of research works of teaching staff.

Every year, the Higher School of Economics “Adilet”, together with the Research Institute of Public Law, the Research Institute of Private Law and the Foundation of the First President of the Republic of Kazakhstan hold traditional scientific and theoretical conferences, in which, in addition to the teachers of the School, students, undergraduates and doctoral students also take an active part.

The periodical of the Higher School of Economics “Adilet”, in which scientific articles are published not only by teachers, but also by students, undergraduates, doctoral students of the School, is the journal “Scientific works “Adilet”. This publication has a long history and has been published 4 times a year since 1996 and is one of the leading scientific legal journals in Kazakhstan. The editorial board included and includes many well-known legal scientists of Kazakhstan, the chief editors of the journal in different years were Academician of the National Academy of Sciences of the Republic of Kazakhstan M.T. Baymakhanov, Professor S.V. Alimov, Professor Zh.M. Nusenov. In 2015 and to the present, the editor-in-chief is Candidate of Law, Associate Professor of the Higher School of Economics “Adilet” of the Caspian Public University Kalimbekova A.R.

(Kyrgyz Republic), Doctor of Law, Professor Nosirov H.T. (Tajikistan), Doctor of LawProfessor B.B. Samarkhodjaev (Uzbekistan) and other prominent representatives of legal science.

The legal clinic named after Yu.G. Basin was created by the students of the famous Kazakh lawyer Yu.G. Basin in order to provide free legal assistance to socially unprotected segments of the population. Here, senior students under the guidance of experienced teachers can gain skills in consulting and working with clients, use their knowledge on the application of the legislation of the Republic of Kazakhstan. The legal Clinic named after Y.G. Basin is not only a practical base for practicing the skills of law students, but also an important social project of the KOU.

Laboratory classes in the discipline “Criminalistics” are specially equipped with an auditorium, which is an educational and research laboratory – “Forensic Technology”, which is a structural unit of the Higher School of Economics “Adilet” of the Caspian Public University. It houses an office of forensic technology and an office of forensic tactics. Modern forensic tools are used for laboratory and practical training: video and audio equipment, tools for working with various traces, etc.

The laboratory is equipped with the equipment necessary to demonstrate the work with physical evidence in the production of examinations using microscopes, comparative microscopes, devices with ultraviolet, infrared radiation to examine documents for the detection of various kinds of forgeries and corrections in them. The laboratory also has forensic equipment necessary for the detection, fixation, removal and examination of traces.

Multimedia and video equipment are widely used. Educational and documentary films from the collected video library are shown on various topics, such as, inspection of the scene, verification of testimony on the spot, investigative experiment, confrontation, investigation of murders and other types of crimes. Visual display contributes to a deeper assimilation of educational material by students.

In order to form students’ practical skills and training in conditions close to real trials, a training laboratory – “Courtroom” was created on the basis of the HSE. The educational laboratory provides the educational process in the disciplines of civil and criminal procedure cycles.

The courtroom is a specialized office for conducting practical training sessions, seminars and consultations for Law students.

The purpose of the functioning of the courtroom is to provide students with professional skills during the implementation of basic educational programs during classes in the disciplines of Civil Procedural Law of the Republic of Kazakhstan, Criminal Procedural Law of the Republic of Kazakhstan and other special courses.

– “Participation of the state and international organizations in civil legal relations: problems of theory and practice” (AR09260554) for a total amount of 34,802,029 tenge, scientific guidance on this topic is provided by Doctor of Law, Academic Professor Suleimenov M.K. Total funding for 2021-2023.

A significant element of the educational process of the Higher School of Economics “Adilet” in the field of training “Law” is dual training – a form of training that combines training in the organization of education with mandatory periods of industrial training and professional practice at the enterprise (in the organization) with the provision of jobs to students.

The educational programs 6B04218 – “Private Law” and 6B04219 – “Jurisprudence (with in-depth study of the Chinese language and the law of the People’s Republic of China)”, in the 7th semester of the final course, dual training of students in the disciplines “Consumer Protection” and “Civil Procedure Workshop” is provided. Due to the fact that this type of training involves the implementation of the educational process in accordance with the agreement on dual training, the Higher School of Economics “Adilet” is actively working in this area of activity. To date, a dual training agreement has been concluded with the NGO “National League of Consumers” and a Memorandum of cooperation in conducting professional practice of students and undergraduates with the RSU “Administrator of Courts in Almaty”.

Within the framework of OP 6B04216 – “Public Law”, the implementation of a dual training format is planned for the study of the disciplines “Workshop on criminal procedure” and “Fundamentals of operational investigative activities”. For these purposes, VSHP “Adilet” concluded dual training agreements with lawyers of the Almaty City Bar Association and the Police Department of the Alatau district of the Almaty City Police Department.

OP 6B04217 – “Forensic law enforcement activity” provides students with the opportunity to master knowledge within the framework of the dual training format in the study of the disciplines “Forensic Medicine and Psychiatry” and “Fundamentals of operational investigative activities”, for which a dual training agreement has been concluded with the Center for Forensic Examinations of the city of Almaty.

In 2020, VSHP students became participants of the following conferences: international student scientific and practical conference within the framework of the Annual General Meeting “actual problems of private law” (Almaty, Caspian University, April 30, 2020); International Conference “Verkhovenstvo prava” Tokyo, Japan, within the framework of the Mirai-2019 program from the Ministry of foreign affairs of Japan 22.01. -29.01.2020; V International Scientific and practical conference (symposium) for young researchers “current problems of modern law: corresponding public and private beginning” November 11, 2020, Krasnodar, Russia; XIV international scientific and practical conference on the topic: “protection of law people in the modern world: concepts, mechanisms and problems of ensuring”, dedicated to the 30th year of the state sovereignty of the Republic of Kazakhstan (Almaty-Nur-Sultan, Caspian university, foundation of the first president of the Republic of Kazakhstan, December 10, 2020)  

Students of VSHP “Adilet” are also laureates of student scientific work, as well as laureates of student grants. So, in 2020, students of the Caspian Dream Team – Iminov F., Serikkanov D., Greshnikov K., became winners of the Republican competition for student scholarships in the background of the first president N. Nazarbayev. Greshnikov K. was also awarded the Medal” the best student of Independent States – 2020 ” for participation in education, science, sports and culture.

Students of the OP are participants and participants of various international specialized competitions. Students Seitakyn T., Ibrahim A., Mukhidinovna M. participated in the annual judicial process of the AIFC Court and IAC Moot Court (Nur-Sultan, October 6, 2020) and in the IAC Mock Arbitration Moot – the development of Arbitration for arbitration among students, organized by the International Arbitration Center of the MFC (Nur-Sultan, November 16-17, 2020).

From 6 to 27 February 2021, students of VSHP “Adilet” Caspian University took part in the Republican law tournament, which was held on the basis of the University named Suleiman Demirel (SDU).

2022 year

From March 15 to March 18, 2022, the IX International Student Competition on International Commercial Arbitration named after M.G. Rosenberg was held in Moscow. The organizers of the competition are the All-Russian Academy of Foreign Trade (VAVT) and the International Commercial Arbitration Court at the CCI of Russia (ICAC). 36 teams from Russia, Armenia, Kazakhstan, Tajikistan, Uzbekistan and Belarus took part in the competition. The Republic of Kazakhstan was represented at this competition by the team of the Caspian University. The team representing our university included Kristina Proskurina (team captain), Olzhas Alimov, Nurzhan Maksatov and Dinara Moldabergenova. The coach of the team was Saida Aminovna Akimbekova, Doctor of Law, academic professor of the Higher School of Law “Adilet”.

The arbitrators noted the high theoretical training of the team members on the legal regulation of foreign economic activity and arbitration law, including international universal conventions, other international documents and principles, as well as arbitration rules, including the ICAC Rules at the RF CCI, as well as excellent teamwork. As the Chairman of the jury of the competition, Vice-President of the CCI of the Russian Federation Vadim Chubarov noted, international commercial arbitration as a way of settling disputes and uniting specialists in foreign economic relations is actively developing, and this competition is a confirmation of this! According to the results of the competition, the team of the Caspian University won in the nomination “Logic in legal thinking” and took the prize in the nomination “The Best memorandum of the Defendant”. Along with this, a member of our team Olzhas Alimov took the prize in the nomination “Convincing performance – top 5”! 

On April 22, 2022, students of the Higher School of Law “Adilet” CaspianUniversity took part in the Republican Subject Olympiad in Jurisprudence among students of higher educational institutions of the Republic of Kazakhstan.  This year the Republican Olympiad was held at the L.N. Gumilev Eurasian National University.

According to the rules of the Olympiad, students had to solve 120 situational tests in two stages. To solve situational tests, it was necessary to get acquainted with 40 cases on civil law, civil procedure, criminal law and criminal procedure. Three questions of varying degrees of complexity were attached to each case. At the same time, each question contained four options with the only correct answer.

Following the results of two rounds of the Olympiad, the participants of the team of the Higher School of Economics “Adilet” CaspianUniversity took four prizes.

Stalik Elmira became the winner of the Olympiad and was awarded a diploma for 1st place. According to the rules of the Olympiads of the Ministry of Education and Science of the Republic of Kazakhstan in 2023, the right to hold the republican Olympiad in jurisprudence passes to our university.

Ibrahim Aitalyn was awarded a diploma for the 2nd place.

Sultan-Mukhamed Rakhmanov was awarded a diploma for the 3rd place.

On May 23, 2022, the Dissertation Council in the field of Law training defended the dissertations of doctoral students of the Higher School of Law “Adilet” Akimbekova M.A. and Ten V.V.

On September 16, 2022, Caspian University, along with the Anti-Corruption Agency, an online publication Zakon.kz , the Paragraph information system was one of the co-organizers of the free nationwide socially significant action “People’s Lawyer”, which was held in Almaty in the Almaty Arena sports complex.

The aim of the project is to increase legal literacy and provide free legal assistance to citizens, especially vulnerable segments of the population: the poor, large families, single mothers, people with disabilities, representatives of small and medium–sized businesses, students and many others.

The Legal Clinic named after Y.G. Basin Caspian University took an active part in its implementation. Following the results of this action, Mikhail Kolomin, General Director of Yurinfo Company LLP, expressed great gratitude to the clinicians of the Y.G. Basin Law Clinic for their active participation in the Republican action “People’s Lawyer” and awarded them all certificates. 

Our students who participated in such a large event realized that the Republican action “People’s Lawyer” contributes to the development of our legal democratic state, where respect for the rule of law, respect for the rights and freedoms of citizens should become an absolute priority.
